bug in import?

There appears to be a bug in import. It looks as though a second import
that does NOT have a file that was present in the first import will not
result in that file being dead.

Can someone confirm this, or is it limited to my setup? (1.10.8 client,
on NT; 1.10.8 server on unix, pserver access)
