WinCVS is not a server. You need to download the NT server from http://www.cvsnt.org.
Before you setup the server I *strongly* suggest you read the documentation on
http://www.cvshome.org,
which tells you exactly what cvs is (and isn't), and how to configure and manage it.
90% of it is the
same on NT and Unix.
