Use
cvs commit -f -r<NEW_VERSIONNUMBER> [FILE] ...
IIRC '-f' turns off recursion, so you might want to turn it on again
with '-R'.
My personal opinion is in any case, to let CVS handle the revision
numbers itself and work with tags only. And if you really have different
X in X.Y revision numbers you have to do a lot of handwork.
