If LockDir isn't set in CVSROOT/config, all users must have write access to the
directories within the repo. This is usually done by setting the group write
bit on the directory and making the directory setgid (so new elements within the
directory are owned by that group).
If LockDir is set, then only those who need commit priveleges need write access
to the repo directories.

Hi,
some users in our group reported that they got this msg, while
checking out modules from our repository:
>cvs checkout: could not change owner or group of CreateAccount.py: Not
>owner
>U MakeLive/CreateAccount.py
even though, you can still check it out, you can't commit anything. I
suspect that some user might have accidentally gone into the repo and
messed up the ownership there... I would appreciate any confirmation or
advice on this.
