Every repository should always have an Emptydir directory that has read
and execute privilege for everybody. CVS uses it internally as a
placeholder. If CVS needs it and it doesn't already exist, CVS will
create it, but it won't necessarily have the correct permissions.
Instead of deleting it, fix the permissions and then just forget about
it.
