That seems like a lot of overhead for very little gain.

Yes, you can delete the CVS dirs altogether, or you can just delete the
fileattr files. I don't know of any way to keep people from using
editors or watchers to recreate them, though. (I suppose you could
leave the CVS directories there and change their permissions so that
noone can recreate the fileattr files.)
