watches

Hello,
        
        We have been trying to use watches through WinCVS and have been unsuccessful 
so far. after reading the manual we are still at a dead end. 
 If we put a watch on a file in a work area, should it be displayed as read-only in 
everyone's work-area?  
 Or would putting a watch on the repository and then checking it out to a work area be 
successful?
  If not, how would we do it?
