It does, but only indirectly. And in some cases, so indirectly that
you'd be hard pressed to find them if you don't know they're there.
(The C standard does the same thing in places, so it really isn't too
bad an analogy, although there are fewer places in the C standard [which
is a *much* bigger document], so I agree that it's significantly worse
anyway.)
