That may be true, but I think that if you start thinking carefully about
what the API needs to look like in order to let you do all the things
you might want to do, you're going to end up with something that looks a
lot like the client/server protocol, not something nice and simple. 
(I'm *not* trying to say that the client/server protocol is perfect, or
even elegant, but there's a lot more complexity in the interface to CVS
than is obvious at first glance.)
