CVS does not handle permissions or symlinks very well.  Also, it's just
a plain bad idea to try to manage production targets with CVS.  If you
feel you must use CVS to manage such files (I would suggest sccs or rcs),
then at least create a working directory and use make to deploy the
files into their production locations.
