exclusively working in cvs

Hi there,

I am new to the cvs world. I have a couple of questions here.

1)      Is there a newsgroup for cvs?
2)      Is there a setting or command in cvs that allows a group of user
exclusively working on cvs (doing checkout, update, commit, etc) but not
others?

Any help?
