Use the permissioning available to you (user/group/other read/write permissions,
file system ACL's).  You would apply these permissions inside the repository.
The rules are fairly simple:
1. Those that need commit privileges need write permissions to the directories
within the repository.
2. Everyone (ie repository users only) needs write permissions to the LockDir in
CVSROOT/config.
3. Everyone needs read permissions on the archive files.

You can even limit access by module this way.
