It tells CVS "commit all changes to (a newly created) revision
1.1", which obviously doesn't make any sense, as 1.1 already
exists.  (The mechanism is useful when you use "-rbranch" instead
of "-rrevision"; that it has the behaviour it does in the latter
case is an annoying side-effect.)
