You are right. You should never simply delete, move or rename the
history file in the repository, because you then will never be able to
checkout old versions of your project.

Instead use the procedure described in the Cederqvist manual,
chapter 7.4.:

 -  'cd' into your working directory
 -  mv <old-file> <new-file>
 -  cvs add <new-file>
 -  cvs remove <old-file>
 -  cvs commit -m "Renamed old-file to new-file"  <old-file>  <new-file>

This will keep your history files intact and keeps track of what has been
done.
