That's purely an SSH question.  Neither CVS nor WinCVS have anything at
all to do with this problem.  Please see the various SSH FAQs for
detailed answers -- the method you choose may depend on your local
security policy.

My personal method is to use ~/.shosts and ~/.ssh/known_hosts, but
others might require that you use RSA authentication.
