Why does it sound exactly like what build tools are made for? :)

Just as well as make(1) can "produce" source from RCS storage if
needed it could be taught to dive into neighbour subprojects to
make a referenced lib.  It turns out you need a Makefile in every
module's root describing how to generate the module's target
libraries as well as an overall Makefile describing where to find
the sandbox or get it from when in need of a lib.
