This is indeed worthy of discussion.

I haven't formed an opinion, yet, but I will say that allowing only cvsadmin to
use "cvs watch on/off" may be more difficult than protecting "cvs admin" since
there are sub-sub-commands to "cvs watch" that normal users should be able to
use.
