Yes, I was thinking a little about this. Since it's the team that decides
whether to default to "cvs edit -c" and "cvs ci -c", this setting really should
be within CVSROOT/config (as, say, EditCheck=True). Doing so would do away with
"cvs edit -c" and "cvs ci -c". "cvs edit -f" should still be kept to override
the serialisation when necessary, though.
