Checkout a single file....

Hello,
  CVS can't checkout a single file, isn't it? It only allows to 
checkout a whole project (module)....
  Does any one knows a similar tool which permits to checkout a
single 
file, and which have locks over files? The server should run on Linux 
and clients on windows.
