I think this is one of CVS's biggest "holes".  Having some sort of tag info
database, where you can capture the name of the user who applied the tag, the
date it was applied, and some sort of user comment, would go a long way toward
quieting some of the anti-CVS sentiment I have to deal with.

For my immediate use, I'm going to try putting something together with taginfo,
but I'd really like to see some thought put into making this a "real" feature.
