See the HACKING file in the cvs distribution for the long version, but,
basically, it needs:


     1)  The patch, submitted to [EMAIL PROTECTED] (whose charter
     makes clear that this means releasing the code under the GPL),
     including:

          a)  ChangeLog entry
          b)  sanity.sh test case
          c)  documentation in the cvs.texinfo file.

     2)  Support from the developers, which usually requires
     general usefulness and/or some sort of support from the CVS
     community in general.  It sounds like the rlog portion of this
     patch has some support and I certainly have no objections, but
     I also have no desire/time to do the work still required for
     part 1 above.  The list portion of this patch has been bandied
     about many times on this list and as far as I know, no one has
     contributed a convincing argument as to why the available
     workarounds were not sufficient.  Search the mail archives for
     some of the discussion.
