Every once in a while, something goes wrong with CVS, and we can't figure
out why. A tag ends up on the wrong revision. A branch gets created that
we didn't expect, things start getting committed to the main trunk instead
of a branch. Often it doesn't get noticed for a while, and then it's a
mess to unravel.

Most likely, it's all just pilot error, but there doesn't seem to be a
sufficient log kept by the server for us to know for sure what people did.
For example, if I do a "cvs tag", there doesn't seem to be any history of
that (i.e. no way to know who moved the tag, and when). How can we turn on
more detailed logging?

Possibly we just havn't found the right part of TFM to R? If that's the
case, could somebody point me to the right place? Thanks.
