This has been discussed many times.
The maintainers' policy (which is to say, the Free Software
Foundation's policy) is never to block messages. Not based on
subscription status, not based on open-relay status. Anyone can
post, period. Don't flame me. I'm not defending their position,
just pointing it out! You can read the original here:

The farthest it seems they'll go is what they've already done:
add an X-RBL-Warning: header to messages that they receive from
open relays, so that we can filter such messages out ourselves if
we so choose.
No, that doesn't save us the cost of downloading the messages.
But it seems it's what we have to live with, as long as the FSF
hosts the list.
