CVS can manage to keep track of some changes to some non-diff-able and
non-patch-able files, but only under a very few and very limited
circumstances.
Claming otherwise is like claiming you'll never need anything but a
hammer in your toolbox (and even though all your problems might look
like nails to you, they are not).

Personally I would create (write, in this case) the tools I would need.
