Indeed. If you look for @ignore_files in the script, you'll see a list of non-RCS files that are expected in the repository -- any non-RCS file that doesn't match one of those patterns is reported. Although the other administrative files are listed, verifymsg, config, and history were overlooked (presumably the author's repository was created with an older version of CVS that didn't create those files) and should just be added.
