Wincvs is a client, which IIRC happens to be running CVSNT as its cvs engine.
You will likely get better support for a wincvs question at the following

As CVSNT derived from CVS then it should have the capability to do what you
want, and is probably done in nearly the same way, but because you may be
running a windows machine as your server some of the commands for creating and
sending the mail may/will be different.
