Slightly more difficult.
Wincvs is a client, which IIRC happens to be running CVSNT as its cvs engine.
You will likely get better support for a wincvs question at the following locations:

As CVSNT derived from CVS then it should have the capability to do what you want, and is probably done in nearly the same way, but because you may be running a windows machine as your server some of the commands for creating and sending the mail may/will be different.
