I can not find any information about the option "-i". I think this option should be mentioned in "C.1.5 Module options".

Confirmed...
The only place I ran across documentation is IN the modules file from one of my repositories.

# Three different line formats are valid:
#       key     -a    aliases...
#       key [options] directory
#       key [options] directory files...
#
# Where "options" are composed of:
#       -i prog         Run "prog" on "cvs commit" from top-level of module.
....

May I please suggest that you either make a patch to the documentation and send that to [email protected]
or make a fuller report of this bug on either

so it does not get lost.
