Why? Try and express it in business terms. What is the value to the business to have this "feature". Generally CVS is designed on the principle of enabling users - and I see such an options as "dumbing the user down". Again - speaking very generally - you treat someone like a simpleton and they then begin acting like a simpleton, you treat someone as a smart adult and they start acting like a mart adult. At a more practical level, if you did this and the user started to create reports on the repository for changes to "all branches" they'd get awfully confused when they saw all their changes appearing on another branch not the trunk.
