TortoiseCVS is very simple to understand and is designed to be coupled with CVSNT server (free/GPL, Linux/Unix etc) and also supports ACL's... Or there is CVS Suite / Workspace Manager - which is not free but developed by the same people who develop CVSNT (and the company I work for). You can browse the server, branches appear with little tree icons, and you can even "view" files without the need to check them out. Designed to be as simple as possible.
