We also do not allow students to use email. In the past it has become more of a hassle trying to make sure and police the machines. If a student needs to use email for a college class or for some other useful reason, I set one up for them and tell them it may be monitored. This seems to be the best solution. We saw that when students did use email it was to the person next to them. We also have all students sign a AUP that informs them of the policy. It is almost impossible to stop all of the free email. If a student is caught using one they are first hit with a detention, if it happens again they lose all internet rights. This seems to work.
