Anyone familiar with the the state-run/developed applications for our
courthouse systems would be lenient when it came to a school-based
system. The state has their own systems in place for the Recorders
Offices (http://www.iowalandrecords.org) and for the Treasurer's Offices
(DOT specifically) that run terribly at best. Support is beyond
horrendous, as there are too many 3rd party vendors and consultants
involved with each system.

I would rather see the state implement a specific file/document schema
that the vendors selling to school districts must adhere to, allowing
the export of data in a manner and format designated by the state.
