Ok, so bear with the novice here, how do I tell the difference by looking at it? I didn't install it so I am not sure the details.

OK, I found out why one wing of my building had such terribly slow
network speeds. There is a 10meg Media converter running to that end
of the building.  How do I know what to replace it with, I don't know
much about fiber. THe patch cable connects to the switch in this
closet and then fiber runs to the other closet.  I have attached a
picture of what is currently in there.
