You still haven't told us which Cyrus versions on old and new servers.
You may need to dump/restore the mailboxes.db file, for example.

I did rsync to new version/server. So new VM, new version.
I've synced both: /var/lib/imap and /var/spool/imap
This is the only issue, mailboxes can be created,folders can be
created and removed. I can't remove folder only if it was synced from
old server.
