AFAIK there is no quota reduction for mails transferred to the archive partition.

You could create archive folders for your users on the "slow" partition, or transfer them
with "renamemailbox" and set a quota_root for that folder.

e.g. in cyradm

createmailbox --partition slow user/exampleuser/archive
setquota user/exampleuser/archive STORAGE 10240000

I have not tested if a value of "0" would work als "unlimited"
But I would not recommend "unlimited" quota as one client could fill up your disk by accident

This alternative has a drawback. There is no automatic transfer of old mails to this folder by cyrus.
The user / imap-client has to move them
