Just to be clear about the terminology:
- Quota is limit on the resources a user (or more precise a folder / subfolder)
  can use.

In older versions of cyrus and in most installations i know of the STORAGE resource
  is used. This is the sum of the size of all mail.

- The partition utilization is related to the number and size of mails in a "partition" but cyrus does store additional metadata, uses hardlinks for copies of the same mail, can
  keep deleted mails/folders for some time

You can use metadata partition and archive partitions to distribute the data to different partitions and use different types of disks to get the most usage out of faster (more expensive) disks. The mails/data moved to the archive/metadata partition will reduce utilization of the
  partition.


I can see a use case for a new extra resource types for mails on the archive partition and main
partition but this has available in cyrus at the moment
