Corrections!

The bug is said to be a IE4.0 bug; however, if you installed IE4 and 
upgrade to IE5.* then the bug is still present.

If the show icons in all possible colors is true, change it to false or 
vise versa.  All the other steps below are correct.

Now I have a light error overlay on my desktop shortcuts on NT and did not 
have to un-install Tweakui or manual change registry settings like 
Microsoft suggested.

Don't forget to delete the Shelliconcache file if you have this problem.

Microsoft also suggested to change the icon size under desktop properties 
to resolve this overlay problem; but, this made my icons ugly and didn't work.
