You did not post enough info, but I will tell you how to get the *.dll 
file.  When you get home open a dos window and type> extract /?  This will 
give you enough info to use extract.  Extract does exactly what it says, it 
extracts files from an archive (a windows archive has a .CAB 
extension).  But first you must know what FILE and what .CAB archive the 
dll is in.  Search the microsoft technet site to find out.  The cab files 
are on the Windows cdrom.

Warning:  If you use the incorrect commandline options for extract then it 
may explode the whole .cab archive onto your hard drive!

You are probably missing more than one dll file.  If this is dialup 
networking, why don't you just go to add/remove programs /windows tab / 
un-install dialup networking and re-install it?
