This Register article nicely sums up some of what I've been told about GIG by several people quite knowledgeable about the project, and also what I've seen firsthand about its intended roll-out. This venture almost makes the Navy-Marine Corps Intranet (NMCI) -- AKA the "8 Billion Dollar Boondoggle" -- look like a textbook example of how to design, procure, operate, and support critical enterprise networks. According to the article, here's what I shall call the "Essence of GIG": "...GIG looks like the biggest boondoggle the IT sector has ever created: they've actually persuaded the government to write a blank check for which they can a create an open-ended project, into which they can pour as many IT consultants as they can afford to employ. A lot of them with "knowledge management" on their business cards...."
