Meaning, the backup MTA gets the mail, is told to relay it, does a DNS
lookup, gets and tries the primary server, then wouldn't it go to the higher
MX record and try to send to itself?  Is there something built into the MTA
or the protocol that would prevent this?

Well, the backup server needs to have the primary server or servers listed
in the "Outgoing Servers" setting.  Then, any mail that is outbound from the
backup must go through the primary.

For example:

Primary server=mail.domain.com
Secondary server=mail2.domain.com

MX 10 = mail.domain.com
MX 20 = mail2.domain.com


Mail2 has mail.domain.com listed in "Outgoing Servers"

Now, mail that is outbound from mail2 has to go through mail.domain.com.
