Server too Busy means that you have the maximum number of connections and
there is another connection request.  You can increase the number of SMTP
threads from the configuration tool (restart the SMTP Server for the new
value to take affect).

For a nominally busy server a setting of 40 or 50 should be fine.  For more
traffic you should increase the threads.
