Yes.

No, the POST Server does this on its own.  Currently the POST Server uses
only the ReportPostStatus template if you configure it.

The POST Server will continue trying to send the message for the max time
allowed.

The MAIL directory is for incoming mail so this does not have to do with
mail sending.  If you have too many mail files then you can write a script
to check against the DB to delete them.  I have one for FusionMail that I
can send you.
