Howie, I think option 3 is probably best.  First, it happens when the 
mail is being sent rather than received and the user doesn't have to 
wait for the list processing template to make this decision.  Also, it 
is possible but not likely that a domain may become local after the 
control file is created and before the messages are sent.  The only 
way for this to be truly dynamic is to have POST check right before 
it sends the mail.
Option 2 may be the most effecient in the sending of mail but 
seems it would be a trick to set up in the control file.  Also, since 
each control file is specific to a whole domain then it doesn't make 
sense to identify individual users as local.
