I noticed that <[EMAIL PROTECTED]> sent out many emails with this iso-8859 junk in it.
 
If a special character will be used somewhere in the middle of the header than iso-8859 are inserted, for example:
 
Cours de journalisme de l' =?iso-8859-1?q?=E9conomie_et_des_AFFAIRES?=
Materials for session lundi 11 =?iso-8859-1?q?d=E9cembre_2000?=
 
beginning of a subject
