It's the same as when you do something like:

www.somewhere.com/index.cfm?requesttimeout=5000

I thought the time was in ms. but someone on the CF-Talk list corrected me
and said that the value is in seconds.  At any rate, it is the same as using
the URL parameter as in the above example.
