Actually, the users will not see who the mail was sent to. The header_to
setting is what is displayed to recipients.
The current version of iMS does not allow for anything but global email
customization. For individual customizations you need to loop over the cfx
tag. Here's an example:

<cfx_imsmail smtpto="#email#" smtpfrom="[EMAIL PROTECTED]"

So, you loop over the query and create a custom message for each recipient.
The SMTPTO parameter specifies the actual recipient of the mail (you can put
almost anything you want in the header parameters).
