[iMS] PermFaileds that really are'nt fails

I just did a recent mailing via the CFX tag where the ReportPostStatus template logged 52 hard bounces (permfaileds).  To verify this, I resent the email to the 52 bounces.  This time the ReportPostStatus only reported 4 hard bounces and the rest were delivered successfully!   What's going on? I would hate to delete good addresses because of false reporting.
