I would need specific examples in order to let you know what is happening.  This could be as simple as someone getting a new address that was not yet enabled or several other reasons.  I think that best practice would be to keep an accumulator for each address and when the perm fails counter gets to a certin number you disable the address (if there is a successful delivery then you reset the accumulator to 0).

I just did a recent mailing via the CFX tag where the ReportPostStatus template logged 52 hard bounces (permfaileds).  To verify this, I resent the email to the 52 bounces.  This time the ReportPostStatus only reported 4 hard bounces and the rest were delivered successfully!
 
What's going on? I would hate to delete good addresses because of false reporting.
