There's not much to document.  This parameter sets teh FAILTO parameter in the control file.  The POST Server uses this address to send failed mail notifications to.  If you set this to NULL or <> then failure notification is disabled.
 
If you see a successful delivery in the POST log then the mail was delivered to the other mail server successfully.  It is then up to the other mail server to deliver the mail.

 in the CFX tag the FAILTO does not work.  If I understand correctly, if the meesage does not get delivered (hard bounce) it gets forwarded to the email address specified in the failto address. What would cause it not to send? I have checked the logs and it reports a successfully delivery to the failto address, however I never received anything. 
 
Can you provide alittle more info about this setting, the documentation does not elaborate on it.
