Howie could probably explain this better, but here goes:
Headers are most often used for tracking e-mail and displaying information
regarding the message. A message id may be added (HEADER_MESSAGE_ID) to
track a message. If I remember correctly, Howie uses message id's to track
messages on this list so they are grouped properly in the mail archive.
Headers also contain display information such as the TO, FROM, and SUBJECT
fields that you see when viewing an e-mail. They have no effect on the
sending of e-mails.
Tokens are processed by the post server when it is sending an e-mail. If a
message has tokens that are specified in the CFX_IMSMAIL tag, they will be
processed when IMS sends out an e-mail.
