What I mean is that static mail is delivered faster to a server by far than dynamic 
mail.  Here is a generalization of how mail is
delivered in several scenarios (assume several recipients in a domain)

I: Dynamic mail - Loop over cfx tag (necessary in iMS 2.0 and lower)

1) connect to remote mail server
2) send custom mail
3) return to step 1 until all mail is delivered

II: Dynamic mail - Call cfx once (iMS 2.1)

1) connect to remote mail server
2) send mail to a recipient
3) repeat step 2 until all mail is delivered

III: Static mail - Loop over cfx tag

1) connect to remote mail server
2) send custom mail
3) return to step 1 until all mail is delivered

IV: Static mail - Call cfx once

1) connect to remote mail server
2) send mail to a recipient several recipients (most mail servers have limits on the 
number of recipients for a single message)
3) repeat step 2 until all mail is delivered

In order of speed the mail will be delivered quickest in scenarios:

IV, II, III, I
